The New York Times Magazine discusses how twenty years ago, a team of lawyers, social scientists, government officials and activists, brainstormed ideas to address the problem of sheltering and resettling large numbers of people and proposed separating the determination of who merits asylum from the decision about where they go based on a quota system. Reforms were not made and the article states that last year, only about 100,000 refugees across the globe received permanent resettlement status. A more orderly — and shared — system could benefit the millions who now live in limbo.
